The Old Offense Advantage Is Becoming Harder to Manage

Others will not. That means the world is likely heading toward a hierarchy of digital protection in which a relatively small core of institutions receives sophisticated AI-enabled defense while a much larger periphery remains exposed.
This divide will exist within countries and between them. Large financial institutions, top defense contractors, and global technology companies will have options that regional hospitals, local utilities, transport authorities, and small manufacturers do not. The same is true internationally. The strongest states will protect key national assets first, allies second, and everyone else only selectively. Many developing countries already struggle to secure basic digital infrastructure. They will face a harsher environment just as their dependence on digital systems deepens.
That widening inequality carries geopolitical consequences. States that cannot secure their infrastructure reliably may become more vulnerable to coercion, more dependent on foreign vendors, and more hesitant to digitalize essential sectors. In practical terms, cybersecurity capacity will become even more central to sovereignty. Not sovereignty in the rhetorical sense, but sovereignty in the operational sense of being able to maintain electricity, banking, communications, healthcare, and transport under conditions of hostile pressure.
This is why public policy cannot treat AI cybersecurity as a problem for the private sector alone. The protection of critical infrastructure is inseparable from the protection of political order. If governments allow the most advanced defensive capabilities to remain concentrated in a handful of private networks serving only top-tier clients, they will recreate in digital form the oldest weakness of statecraft, which is the inability to extend security evenly across the national territory.
Containment Will Be Hard, Perhaps Impossible
There is a strong temptation to believe that the most dangerous capabilities can be contained within a narrow circle of responsible actors. That hope is understandable. It is also unlikely to hold for long. Advanced models leak, weights circulate, techniques spread, and rival firms learn quickly from public signals, employee movement, benchmarking, and ecosystem experimentation. Even when proprietary systems remain closed, the knowledge that a capability is possible changes incentives across the field.
The political economy of AI makes containment even harder. Companies are locked in fierce competition for prestige, market position, capital, and strategic relevance. Governments want national champions. Security agencies want access to cutting-edge systems. Investors reward speed. Under those conditions, restraint will rarely be self-sustaining unless it is backed by powerful institutional mechanisms and a serious degree of alignment between states and firms. At present, neither exists at the necessary level.
This does not mean every lab will act recklessly. Some will impose release controls, restricted access, and internal red teaming. Those measures are useful and necessary. But they should not be mistaken for a durable solution. At best, they buy time. Time matters, but only if it is used to harden infrastructure, expand defensive capacity, and create governance arrangements that recognize the strategic stakes.
What a Serious Response Would Look Like
A serious response begins by abandoning the illusion that incremental patching alone will be enough. The problem is now systemic. Governments need a layered strategy that combines mandatory infrastructure modernization, emergency support for high-risk sectors, liability reform for software insecurity, and public investment in defensive AI capabilities that do not remain trapped inside a few privileged firms.
First, states need a much more realistic picture of their own exposure. That means inventories of critical systems, dependency mapping, rigorous stress testing, and continuous assessment of legacy technology that cannot simply be patched on demand. Second, they need to create mechanisms for rapid defense at scale, including shared services for smaller operators that will never be able to build world-class security teams on their own. Third, they need to treat software security as a matter of industrial policy. Insecure code, opaque supply chains, and brittle infrastructure are no longer private inconveniences. They are national vulnerabilities.
There is also a diplomatic dimension. Allies should not wait for a major infrastructure shock before building cooperative mechanisms for defensive support, vulnerability sharing, and joint response. In the coming years, alliance credibility will depend not only on troop deployments and munitions stockpiles, but also on whether partner states can help one another keep their digital societies functioning under pressure.
Most of all, policymakers need to recognize that the issue is no longer abstract. The argument is not about some distant future in which artificial intelligence may one day transform security. The issue is that advanced systems are already beginning to reshape the operating conditions of cybersecurity now. The gap between vulnerability discovery and institutional response is likely to widen before it narrows. If governments continue to move with bureaucratic caution while machine-assisted offense accelerates, they will discover too late that they were defending yesterday’s problem.
A More Dangerous Digital Decade
The most troubling aspect of this moment is not that catastrophe is inevitable. It is that instability can deepen gradually, quietly, and unevenly before anyone admits that the strategic environment has changed. Systems will keep running. Markets will function. Most hospitals will open, most flights will land, most utility grids will stay live.
